MIT campus officer fatally shot

WATERTOWN, Mass. (AP) ? One of two suspects in the Boston Marathon bombing is dead and a massive manhunt is underway for another, authorities said early Friday.

Residents of Watertown, a Boston suburb, have been advised to keep their doors locked and not let anyone in.

The Middlesex district attorney said the two men are suspected of killing a Massachusetts Institute of Technology police officer on campus late Thursday, then stealing a car at gunpoint and later releasing its driver unharmed. Hours earlier, police had released photos of the marathon bombing suspects and asked for the public's help finding them.

Authorities say the suspects threw explosives from the car as police followed it into Watertown. The suspects and police exchanged gunfire, and one of the suspects was critically injured and later died while the other escaped.

"We believe this to be a terrorist," Boston police Commissioner Ed Davis said. "We believe this to be a man who came here to kill people."

The FBI said it is working with local authorities to determine what happened.

The MIT shooting on the Cambridge campus Thursday night was followed by reports of gunfire and explosions in Watertown, about 10 miles west of Boston.

The MIT officer had been responding to report of a disturbance Thursday night when he was shot multiple times, according to a statement from the Middlesex district attorney's office and Cambridge police. It said there were no other victims.

In Watertown, witnesses reported hearing multiple gunshots and explosions at about 1 a.m. Friday. Dozens of police officers and FBI agents were in the neighborhood and a helicopter circled overhead.

State police spokesman David Procopio said, "The incident in Watertown did involve what we believe to be explosive devices possibly, potentially, being used against the police officers."

Boston cab driver Imran Saif said he was standing on a street corner at a police barricade across from a diner when he heard an explosion.

"I heard a loud boom and then a rapid succession of pop, pop, pop," he said. "It sounded like automatic weapons. And then I heard the second explosion."

He said he could smell something burning and advanced to check it out but area residents at their windows yelled at him, "Hey, it's gunfire! Don't go that way!"

MIT said right after the 10:30 p.m. shooting that police were sweeping the campus in Cambridge and urged people to remain indoors. They urged people urged to stay away from the Stata Building, a mixed-use building with faculty offices, classrooms and a common area.

Hours later, MIT, which has about 11,000 students, said the campus was clear but the shooter was still on the loose.

RIM seeks probe into report on BlackBerry returns

TORONTO (AP) ? The maker of the BlackBerry said Friday that it wants U.S. and Canadian regulators to investigate a "false and misleading" report by a financial analyst that claims the company's new smartphone is being returned in unusually high numbers.

Thorsten Heins, the CEO of Research In Motion Ltd., said returns of the new BlackBerry Z10 are in line with industry norms. In a statement Friday, Heins said Thursday's report from research and investment firm Detwiler Fenton has to be challenged because it is either a complete misreading of the data or a willful manipulation.

"The data we have collected from our retail and carrier partners demonstrates that customers are satisfied with their devices," Heins said.

Anne Buckley, general counsel and chief compliance officer with Detwiler Fenton, said the firm is confident in its research methodology and welcomed any regulatory inquiry.

The BlackBerry, pioneered in 1999, had been the dominant smartphone for on-the-go business people and other consumers before the iPhone debuted in 2007 and showed that phones can handle much more than email and phone calls. After numerous delays, RIM is attempting a comeback with phones running its new BlackBerry 10 system. The Z10 is the first of those devices.

The Detwiler Fenton report says "key retail partners have seen a significant increase in Z10 returns to the point where, in several cases, returns are now exceeding sales, a phenomenon we have never seen before." It says the biggest customer complaints are the "unintuitive nature of the user interface, the maps app, and the lack of apps."

Buckley provided a copy of the report to The Associated Press. The version sent does not contain the name of the analyst who wrote it.

"Detwiler Fenton is not the only research provider publishing similar reports regarding customer reactions, sales, and returns of the Blackberry Z10," Buckley said in a statement. She also said that neither the research analyst nor any officer or director of Detwiler Fenton has any financial interest in RIM.

RIM's stock fell nearly 8 percent on Thursday, after the report came out. The stock is up 12 cents, or nearly 1 percent, to $13.67 in midday trading Friday.

Verizon Wireless, the largest wireless carrier in the U.S., also refuted the claim of a large number of returns. Verizon spokeswoman Brenda Raney said in an email that "after the first 14 days, the quality performance of the Z10 has been in line with similar devices we've launched."

RIM, which is based in Waterloo, Canada, wants an investigation by the U.S. Securities and Exchange Commission and the Ontario Securities Commission.

RIM's chief legal officer, Steve Zipperstein, said that while people are entitled to opinions about the merits of various smartphones, that doesn't extend to "false statements of material fact."

Medicare increase could ding some in middle class

WASHINGTON (AP) ? Retired city worker Sheila Pugach lives in a modest home on a quiet street in Albuquerque, N.M., and drives an 18-year-old Subaru.

Pugach doesn't see herself as upper-income by any stretch, but President Barack Obama's budget would raise her Medicare premiums and those of other comfortably retired seniors, adding to a surcharge that already costs some 2 million beneficiaries hundreds of dollars a year each.

Due to the creeping effects of inflation, 20 million Medicare beneficiaries also would end up paying higher "income related" premiums for their outpatient and prescription coverage over time.

Obama administration officials say Obama's proposal will help improve the financial stability of Medicare by reducing taxpayer subsidies for retirees who can afford to pay a bigger share of costs. Congressional Republicans agree with the president on this one, making it highly likely the idea will become law if there's a budget deal this year.

But the way Pugach sees it, she's being penalized for prudence, dinged for saving diligently.

It was the government, she says, that pushed her into a higher income bracket where she'd have to pay additional Medicare premiums.

IRS rules require people age 70-and-a-half and older to make regular minimum withdrawals from tax-deferred retirement nest eggs like 401(k)s. That was enough to nudge her over Medicare's line.

"We were good soldiers when we were young," said Pugach, who worked as a computer systems analyst. "I was afraid of not having money for retirement and I put in as much as I could. The consequence is now I have to pay about $500 a year more in Medicare premiums."

Currently only about 1 in 20 Medicare beneficiaries pays the higher income-based premiums, which start at incomes over $85,000 for individuals and $170,000 for couples. As a reference point, the median or midpoint U.S. household income is about $53,000.

Obama's budget would change Medicare's upper-income premiums in several ways. First, it would raise the monthly amounts for those currently paying.

If the proposal already were law, Pugach would be paying about $168 a month for outpatient coverage under Medicare's Part B, instead of $146.90.

Then, the plan would create five new income brackets to squeeze more revenue from the top tiers of retirees.

But its biggest impact would come through inflation.

The administration is proposing to extend a freeze on the income brackets at which seniors are liable for the higher premiums until 1 in 4 retirees has to pay. It wouldn't be the top 5 percent anymore, but the top 25 percent.

"Over time, the higher premiums will affect people who by today's standards are considered middle-income," explained Tricia Neuman, vice president for Medicare policy at the nonpartisan Kaiser Family Foundation. "At some point, it raises questions about whether (Medicare) premiums will continue to be affordable."

Required withdrawals from retirement accounts would be the trigger for some of these retirees. For others it could be taking a part-time job.

One consequence could be political problems for Medicare. A growing group of beneficiaries might come together around a shared a sense of grievance.

"That's part of the problem with the premiums ? they simply act like a higher tax based on income," said David Certner, federal policy director for AARP, the seniors lobby.

"Means testing" of Medicare benefits was introduced in 2007 under President George W. Bush in the form of higher outpatient premiums for the top-earning retirees. Obama's health care law expanded the policy and also added a surcharge for prescription coverage.

The latest proposal ramps up the reach of means testing and sets up a political confrontation between AARP and liberal groups on one side and fiscal conservatives on the other. The liberals long have argued that support for Medicare will be undermined if the program starts charging more for the well-to-do. Not only are higher-income people more likely to be politically active, but they also tend to be in better health.

Fiscal conservatives say it makes no sense for government to provide the same generous subsidies to people who can afford to pay at least some of the cost themselves. As a rule, taxpayers pay for 75 percent of Medicare's outpatient and prescription benefits. Even millionaires would still get a 10 percent subsidy on their premiums under Obama's plan. Technically, both programs are voluntary.

"The government has to understand the difference between universal opportunity and universal subsidy," said David Walker, the former head of the congressional Government Accountability Office. "This is a very modest step toward changing the government subsidy associated with Medicare's two voluntary programs."

It still doesn't sit well with Pugach. She says she's been postponing remodeling work on her 58-year-old house because she's concerned about the cost. Having a convenient utility room so she doesn't have to go out to the garage to do laundry would help with her back problems.

"They think all old people are living the life of Riley," she said.

Space plays a growing role in U.S.-China security talks: official

COLORADO SPRINGS, Colorado (Reuters) - Space is playing an increasing role in security talks between the United States and China, although no formal dialogue dedicated to space security has begun, a senior U.S. State Department official said on Thursday.

"Over the past year or so, space has been included in an increasing way and we hope to continue those discussions on space security," Frank Rose, deputy assistant secretary of state for space and defense policy, told Reuters after a speech at a space industry conference in Colorado Springs.

The United States remains concerned about China's development of anti-satellite capabilities after it shot a missile at one of its own defunct satellite on orbit in 2007, creating an enormous amount of debris in space, Rose said.

"The United States continues to have concerns about the development of China's anti-satellite program but we also want to engage them and talk about it," Rose said. "It's in no one's interest to have long-lived debris in outer space."

Washington is keeping a watchful eye on China's activities in space after an intelligence report last year raised concerns about China's expanding ability to disrupt the most sensitive U.S. military and intelligence satellites.

Sources familiar with the report said it contained credible information about China's ability to potentially damage U.S. satellites in higher orbits using its own satellites, missiles or ground-based jamming techniques. It has already conducted several anti-satellite tests in lower orbits.

Rose said debris created by China's January 2007 test had come close to Chinese satellites in orbit hundreds of times over the past six years, prompting the U.S. government to warn Beijing about possible collisions.

"We both have a long-term interest in maintaining the long-term sustainability of the space environment," he said.

The United States has formal space security dialogues with Russia and other countries, and eventually hoped to set up a similar regular exchange with China, Rose said.

"Longer-term that's where the United States would like to do ... but we're not there yet," Rose said, although he said China appeared more willing to engage on such issues.

In his speech, Rose said talks with China were taking place both on a bilateral basis and in multilateral forums such as the U.N. Committee on the Peaceful Uses of Outer Space.

Even during the Cold War, the United States and Soviet Union maintained open channels of communication about space issues, he said. "It is important to have that dialogue to prevent miscalculations and misperceptions."

A number of U.S. military officials underscored the need for increased surveillance of satellites and other objects in space at the conference hosted by the Space Foundation this week.

They cited dangers posed by increased debris as well as possible hostile acts by enemy nations.

Design and Features
The Vector Z25 comes in a fairly standard looking black steel mid tower chassis, which is a departure from more flashy windowed cases like the one on the Velocity Micro Vector Campus Edition (2012) ($999). This is a system for those who want more performance than flash, though the system's LED-lit cooling fans will give you a small hint of the Vector Z25's performance.

Inside the chassis, you'll find an Intel Core i5-3470 processor, 8GB of memory, a 1TB SATA hard drive with supplementary 32GB mSATA caching SSD, a DVD burner, and a Nvidia GeForce GTX 650 graphics card. The system isn't quite planted in gaming PC territory, but it is more powerful than your run-of-the-mill midrange PC. There's room for one additional hard drive and an optical drive in the chassis, and space for two more memory DIMMs on the motherboard. PCIe expansion is limited to two PCIe X1 slots, since the GeForce GTX 650 fills two physical slots. The 32GB mSATA card fills the motherboard's Mini Card slot. There are three SATA ports free for future internal drives. The system's 500W power supply is sufficient for a mid-level enthusiast card like the GTX 650, but consider a more robust PSU if you want to eventually put in a high-end card like the GTX 680. All in all, this is about as much as you can expect from a midrange system like the Vector Z25.

Outside the chassis, you'll find a very good selection of I/O ports, including four USB 3.0 ports, three USB 2.0 ports, an eSATA port, Ethernet, S/PDIF audio, analog audio, two DVI ports, and a mini-HDMI port. The DVI and mini-HDMI ports are on the graphics card, with the remainder on the motherboard's back panel and on the side of the system. The power button on the right hand side near the bottom of the chassis is somewhat awkward to reach if you have the system on the floor to your right. However, the system is small enough that it may fit on your desk, making it easier to reach the power and reset buttons.

The system comes with no bloatware or trialware installed, save the standard set of Windows 8 apps and the driver software that comes with the GeForce GTX 650 card. This is a boon, as the system comes with a relatively light 1TB hard drive. Sure, there's lots of space for your programs and documents, but at almost $1,000 we're starting to expect 2TB or more. The 32GB mSATA SSD isn't visible to the end user, it's primarily there to speed up repetitive tasks like waking from sleep or reopening recently closed apps.

Performance
The Vector Z25 isn't flashy, but performance is where the system really shines. Its Core i5 processor, 8GB of memory, 32GB mSATA drive, and its GeForce GTX 650 graphics card combine to give you robust performance at our benchmark test, including several scores that lead the pack. Thanks to these components, the Vector Z25 easily outperforms midrange systems like the HP Pavilion P7-1520t ($679.99) and the Acer Aspire AME600-UR378 ($899.99). The Vector Z25 leads these two systems at PCMark7 (day to day performance), 3DMark11 (3D gaming), Aliens vs. Predator and Heaven (3D gaming), Handbrake (video encoding), and the Photoshop CS6 test (photo editing). The GTX 650 card helps the Vector Z25 get playable scores on both game tests at the medium quality level. This means that the system is more than adeqate for many games, like 3D browser games or MMORPGs.

The Vector Z25 also handily beats the former midrange Editor's Choice Gateway DX4870-UR11P ($849.99) at all comparable tests aside from CineBench. We wouldn't worry too much over that loss as CineBench measures 3D rendering using the CPU, something that most hobbyists don't do on a day-to-day basis. The Vector Z25 is ready for just about anything a mainstream or enthusiast will throw at it, save possibly hardcore gaming on a large screen at the highest quality settings. For that type of gaming you're probably want to go for a dedicated gaming rig.

Kenya's TransCentury 2012 pretax profit rises 41 pct

NAIROBI (Reuters) - Kenyan investment company TransCentury said its full-year 2012 pretax profit rose 41 percent to 1.23 billion Kenyan shillings, helped by consolidation of its business and increased sales.

Founded just over 11 years ago as an investment club, the firm has grown into a specialist infrastructure company with interests in power, transport and engineering due to rapidly growing demand for energy and infrastructure in the region.

It said its total revenues rose 26 percent to 13.49 billion shillings.

Basic earnings per share rose to 1.66 shillings from 1.32 shillings in 2011. It recommended a final dividend of 0.40 shillings per share, up from 0.25 previously.

TransCentury controls East African Cables and also invests in transport, with a shareholding in Rift Valley Railways, which manages the Kenya-Uganda rail system.

Transcentury said since 2011 it had invested almost $150 million in RVR, to rehabilitate tracks, overhaul locomotives and improve IT systems.

"The capital expenditure will result in a total of $287 million invested towards the rehabilitation of the railway assets, quadrupling current freight rail capacity from the port of Mombasa," it said.

Apart from Kenya, the firm also has operations in Uganda, Tanzania, Rwanda, Zambia, Ethiopia, South Africa and Zimbabwe.

WASHINGTON (AP) ? Conservative senators from both parties announced their support for expanding background checks for gun buyers Wednesday, giving a burst of momentum to advocates of stronger restrictions. But big questions remain about whether President Barack Obama can push significant gun controls through Congress.

The compromise between Sens. Joe Manchin, D-W.Va., and Patrick Toomey, R-Pa., boosted the chances that the Senate will agree to broaden required background checks, a step gun control groups laud as an effective way to keep weapons from criminals and the mentally ill. The senators are among the most conservative members of their parties, both have received "A'' ratings from the National Rifle Association, and their endorsements could make it easier for hesitant colleagues to back the effort.

Gun control advocates still face opposition from many Republican senators and resistance from moderate Democrats, including several facing re-election next year in GOP-leaning states. In the Republican-run House, leaders have shown little enthusiasm for Obama's ideas, making that chamber an even higher hurdle.

Under the agreement the two senators announced at the Capitol, background checks would be expanded to all for-profit transactions including sales at gun shows and online, with records kept by licensed gun-dealers who would handle the paperwork. Exempted would be noncommercial transactions such as between relatives. Currently, the system applies only to sales by the country's 55,000 federally licensed firearms dealers.

The agreement also contains provisions expanding firearms rights, and that concerns gun control supporters. Some restrictions on transporting guns across state lines would be eased, sellers would be shielded from lawsuits if the buyer passed a check but later used a firearm in a crime and gun dealers could conduct business in states where they don't live.

"Truly the events at Newtown changed us all," said Manchin, citing the Connecticut town where December's murders of 20 first-graders and six educators propelled gun control to the top rank of national issues. "Americans on both sides of the debate can and must find common ground."

Emotion, always prominent in the gun issue, cropped up late Wednesday when Manchin met with relatives of the Newtown victims in his Senate office, telling them that "this will not be in vain." He became choked up when a reporter asked about the impact of the family members' visit, saying, "I'm a parent, a grandparent ... and I had to do something."

Said Toomey: "Criminals and the dangerously mentally ill shouldn't have guns. I don't know anyone who disagrees with that premise." He said that expanding the checks wasn't gun control, "just common sense."

The agreement makes it all but certain that the Senate will reject a conservative blockade and vote Thursday to begin debating Democrats' gun legislation. Besides broader background check requirements, the bill would also toughen laws against illicit firearms sales and provide a small increase in school security aid.

Underscoring that the fight was far from over, NRA spokesman Andrew Arulanandam said the organization opposes the Manchin-Toomey accord. The group, which has fought most of Obama's gun proposals and claims nearly 5 million members, said the focus should be on improving the nation's mental health system and sources of violence like gangs.

"Expanding background checks at gun shows will not prevent the next shooting, will not solve violent crime and will not keep our kids safe in schools," the NRA said.

In a letter to senators late Wednesday, NRA lobbyist Chris W. Cox warned that the organization would include lawmakers' votes on the Manchin-Toomey deal and other amendments it opposes in the candidate ratings it sends to its members and supporters.

On a day when first lady Michelle Obama was visiting a violence-plagued high school in Chicago, the Obamas' hometown, the NRA said, "President Obama should be as committed to dealing with the gang problem that is tormenting honest people in his hometown as he is to blaming law-abiding gun owners for the acts of psychopathic murderers."

Also criticizing the deal was conservative Sen. Tom Coburn, R-Okla., who participated in a failed effort with Sen. Chuck Schumer, D-N.Y., to reach a separate compromise. Coburn called the Manchin-Toomey effort a "good faith but unworkable plan" that "prioritizes collecting records over protecting citizens."

House Speaker John Boehner, R-Ohio, repeated his view that the Senate should act, saying, "It's one thing for two members to come to some agreement. It doesn't substitute the will for the other 98 members."

In a written statement, Obama said he'd prefer stronger language than the compromise, but he said it represented progress.

"It recognizes that there are good people on both sides of this issue, and we don't have to agree on everything to know that we've got to do something to stem the tide of gun violence," he said.

Other highlights of Obama's gun agenda ? including bans on assault weapons and high-capacity ammunition magazines ? seem to have little chance of winning approval in the Senate, let alone the House.

Polls show more than 8 in 10 people back expanded background checks. Even so, the fight will be difficult in both chambers, especially the House, where increasing numbers of district lines are drawn to protect incumbents, said James Pasco, executive director of the Fraternal Order of Police.

"They're not going to have a constituency in every instance that is champing for that bill," said Pasco, whose group has backed the drive for expanded background checks.

The director of Mayors Against Illegal Guns, one of whose leaders is New York City Mayor Michael Bloomberg, said the compromise was a major improvement and showed that Republican support was possible.

"Opposing yet another reform, which has Americans scratching their heads, is not a place where a national political party can afford to be," said Mark Glaze.

Reflecting concerns about unseen details about some gun rights language, the Brady Campaign to Prevent Gun Violence took a more tempered view.

"While we continue to review the legislation, we believe a majority of the components are a good step forward," said Brian Malte, director of the campaign's network mobilization.

There are no current, definitive statistics on how many gun sales occur annually and what portion occurs without the checks. A study in the 1990s found that up to 40 percent of transactions involved no checks.

Pa. man charged with bomb threat at White House

WASHINGTON (AP) ? A Pennsylvania man has been arrested after police say he made a bomb threat outside the White House.

D.C. police spokesman Araz Alali says the man approached an officer at the White House gates Wednesday morning and warned that a bomb would detonate in a truck parked nearby.

Surrounding streets and the entrance to a nearby Metro rail station were shut down as the Secret Service inspected the vehicle for explosives.

Streets were reopened after nothing dangerous was found inside the truck.

The man has been identified as 44-year-old Krzysztof Wasik of Hazle Township, Pa. He has been charged with making felony threats and is being held pending a court appearance.

It wasn't immediately clear if he had a lawyer.

BlackBerry fans waiting for an opportunity to blend the BlackBerry 10 OS with a more familiar QWERTY form factor may know exactly how long they have left, at least north of the border. Mobile Syrup received this pic tonight of what is purported to be an internal Rogers document, which lists the launch date for the BlackBerry Q10 as April 30th. A few other phones appear on the list as well, revealing the Canadian carrier will be offering the Nokia Lumia 520 and a couple of Doro's PhoneEasy models. If this date holds up it's a lot more specific than what we'd heard before -- hopefully we're not left waiting much longer for US release information.

Update: Rogers is going on the record for many more Q10 details... except the ship date. It tells us that the smartphone will cost $200 on a 3-year contract, and that Rogers will be the first (but not only) Canadian carrier with the white edition. The Q10 will also be one of the few Rogers smartphones to supplement the usual AWS-based LTE frequencies with the 2,600MHz band, the other notable example being the LG Optimus G. The more eager among us can reserve the Q10 today.

Polluting plastic particles invade the Great Lakes

Apr. 8, 2013 ? Floating plastic debris -- which helps populate the infamous "Great Pacific Garbage Patch" in the Pacific Ocean -- has become a problem in the Great Lakes, the largest body of fresh water in the world. Scientists reported on the latest findings from the Great Lakes in New Orleans on April 9 at the 245^th National Meeting & Exposition of the American Chemical Society (ACS.

"The massive production of plastic and inadequate disposal has made plastic debris an important and constant pollutant on beaches and in oceans around the world, and the Great Lakes are not an exception," said Lorena M. Rios Mendoza, Ph.D., who spoke on the topic at the meeting.

Fish and birds could be harmed from accidently eating the plastic particles, or absorbing substances that leach out into the water, Rios said. Her team knows from analyses of fish stomachs that fish are consuming the plastic particles. Fish also could pass such substances to consumers, but Rios said research on that topic is just beginning.

Much of the plastic pollution in the oceans and Great Lakes goes unnoticed by the casual observer because it is so small. In the samples Rios' team collected in Lake Erie, 85 percent of the particles were smaller than two-tenths of an inch, and much of that was microscopic. Her group found between 1,500 and 1.7 million of these particles per square mile.

Fish, however, often mistake these bits of plastic for food. "The main problem with these plastic sizes is its accessibility to freshwater organisms that can be easily confused as natural food and the total surface area for adsorption of toxins and pseudo-estrogens increases significantly," Rios said. It is not yet understood whether these toxins enter the food chain in harmful amounts.

Rios also pointed out that the problem of ocean plastics is quickly growing. Plastic production has increased 500 percent since 1980, and plastics now account for 80 to 90 percent of ocean pollution, according to Rios. Some of this comes from plastic bags, bottles and other trash, or from fishing lines. Another source is household products like abrasive facial cleaners or synthetic fibers shed by clothes in the washing machine. The researchers also found large numbers of plastic pellets, which are shipped around the world to be melted down and molded into everything from plastic milk jugs to parts for cars.

The plastic pollution problem may be even worse in the Great Lakes than in the oceans, Rios said. Her team found that the number of microparticles -- which are more harmful to marine life because of their small size -- was 24 percent higher in the Great Lakes than in samples they collected in the Southern Atlantic Ocean. With a volume equal to 1.65 million Olympic swimming pools, the Great Lakes are the largest group of freshwater lakes in the world, and this is the first time that scientists have looked there for plastics.

The problem of plastic pollution in the oceans, however, has been widely known since at least 1988, when the National Oceanic and Atmospheric Administration first described the so-called "Great Pacific Garbage Patch," an area in the North Pacific Ocean where currents have concentrated plastics and other pollution. The patch varies in dimensions, but estimates indicate that at times it has been twice the size of the state of Texas.

Senators work on deal expanding background checks

WASHINGTON (AP) ? Talks between two influential senators have emerged as the most promising route for a bipartisan breakthrough on expanding federal background checks for gun buyers, a pivotal part of President Barack Obama's plan for combating gun violence.

One possibility being discussed by Sens. Joe Manchin, D-W. Va., and Pat Toomey, R-Pa., would involve expanding background checks to gun show sales and firearms transactions online, Senate aides said. Sales between close relatives and temporary transfers between hunters may be excluded, but an agreement along those lines could give Obama's guns agenda a significant boost and would be a major expansion of the current system, which covers only sales handled by federally licensed gun dealers.

The agreement remains a work in progress and could change, said Senate aides who spoke on condition of anonymity to describe private talks.

But because of their credentials, an accord between the two lawmakers could make it easier for gun control advocates to win crucial support from wavering moderate Democrats and from GOP senators, who have largely opposed much of Obama's push on guns.

Manchin is a moderate and Toomey is a conservative, and both senators have received A ratings from the National Rifle Association, which has opposed the major parts of Obama's plan, including his call for nearly universal background checks.

Sen. Richard Blumenthal, D-Conn., said Monday that a compromise on gun legislation was "feasible and possible and is also necessary and desirable."

"Senator Toomey's involvement along with Senator Manchin, two very credible and experienced senators, is very important to achieving that kind of common ground," Blumenthal told CNN.

Senators return Monday from a two-week spring recess, and Senate Majority Leader Harry Reid, D-Nev., has been hoping to begin debate on Democrats' gun legislation Tuesday. That could be delayed if Manchin and Toomey seem close to an agreement but need more time to complete one.

Obama planned to speak at the University of Hartford in Connecticut on Monday to continue trying to pressure Congress to move ahead on gun control legislation.

Also high on Congress' agenda is immigration, where a decisive moment is approaching.

Bipartisan groups in the House and Senate are expected to present legislation as early as this week aimed at securing the U.S. border, fixing legal immigration and granting legal status to millions who are in the United States without authorization. That will open months of debate on the politically combustible issue, with votes by the Senate Judiciary Committee expected later this month.

The House returns Tuesday and initially plans to consider a bill preventing the National Labor Relations Board from issuing rules until a dispute over administration appointees is resolved.

Lawmakers will also devote time to the 2014 budget that Obama plans to release Wednesday. It calls for new tax increases, which Republicans oppose, and smaller annual increases in Social Security and other government benefit programs, over the objections of many of the president's fellow Democrats.

Advocates' hopes were high for congressional action on gun restrictions following the December massacre of 20 first-graders and six staffers at an elementary school in Newtown, Conn.

But momentum seems to have dipped in recent weeks and it remains unclear whether the Democratic-run Senate will be able to approve any curbs considered major by gun control groups. An Obama-backed assault weapons ban seems all but dead, and a prohibition against ammunition magazines carrying over 10 rounds, also supported by the president, seems unlikely to survive.

Without support from some Republicans, a significant expansion of background checks won't be possible because there are only 53 Democrats in the Senate plus two Democratic-leaning independents. Conservative GOP senators have promised to use delaying tactics against gun legislation, which would take 60 votes to end.

Federal background checks are currently required only for transactions handled by the roughly 55,000 federally licensed firearms dealers; private sales such as gun-show or online purchases are exempt.

For weeks, Manchin has been part of an effort to craft a background check compromise, along with Sens. Chuck Schumer, D-N.Y., and Mark Kirk, R-Ill. Schumer focused his efforts on conservative Sen. Tom Coburn, R-Okla., but those talks sputtered over Schumer's insistence on ? and Coburn's opposition to ? requiring that records be kept of private gun sales.

"I'm still hopeful that what I call the sweet spot ? background checks ? can succeed," Schumer said Sunday. "We're working hard there."

Proponents say background checks and records ? which are currently retained by gun dealers, not the government ? are the best way to ensure that would-be gun buyers' histories are researched. Opponents say the system is a step toward government files on gun owners and say criminals routinely skirt the checks anyway.

Asked about the potential compromise, Manchin spokesman Jonathan Kott said, "My boss continues to talk to all of his colleagues." Toomey spokeswoman E.R. Anderson said she could provide no information.

Sen. John McCain, R-Ariz., urged fellow Republicans to allow debate to go forward without a filibuster, even as he declined to express support for a background check bill.

"The purpose of the United States Senate is to debate and to vote and to let the people know where we stand," McCain said, appearing alongside Schumer on CBS' "Face the Nation."

With or without an agreement, the Senate gun legislation would toughen federal laws against illegal firearms sales, including against straw purchasers, those who buy firearms for criminals or others barred from owning them. The legislation also would provide $40 million a year, a modest increase from current levels of $30 million, for a federal program that helps schools take safety measures such as reinforcing classroom doors.

In addition, the gun bill contains language by Schumer expanding background checks to cover nearly all gun transactions, with narrow exceptions that include sales involving immediate relatives. Even without a bipartisan deal, Schumer is expected to expand the exemptions to more relatives, people with permits to carry concealed weapons and others, in hopes of winning more support.

Taking an approach similar to that used for discovering new therapeutic drugs, chemists at the University of California, Davis, have found several compounds that can boost oil production by green microscopic algae, a potential source of biodiesel and other "green" fuels. The work appears online in the journal Chemical Biology.

Microalgae are single-celled organisms that, like green plants, use photosynthesis to capture carbon dioxide and turn it into complex compounds, including oils and lipids. Marine algae species can be raised in saltwater ponds and so do not compete with food crops for land or fresh water.

"They can live in saltwater, they take sunlight and carbon dioxide as a building block, and make these long chains of oil that can be converted to biodiesel," said Annaliese Franz, assistant professor of chemistry and an author of the paper.

Franz, graduate students Megan Danielewicz, Diana Wong and Lisa Anderson, and undergraduate student Jordan Boothe screened 83 compounds for their effects on growth and oil production in four strains of microalgae. They identified several that could boost oil production by up to 85 percent, without decreasing growth.

Among the promising compounds were common antioxidants such as epigallocatechin gallate, found in green tea, and butylated hydroxyanisole (BHA), a common food preservative.

The team has carried out growth experiments in culture volumes of up to half a liter. They calculate that some of the chemicals they analyzed would be cost-effective when scaled up to a 50,000 liter pond. After oils have been extracted from the algae, the remaining mass can be processed for animal feed or other uses.

Franz came to UC Davis in 2007 with a background in pharmaceutical chemistry. Given the campus's emphasis on biofuels, she started thinking about applying high-throughput techniques used to screen for new drugs to looking for compounds that could affect microalgae.

The idea, Franz said, is to look for small molecules that can affect a metabolic pathway in a cell. By setting up large numbers of cell cultures and measuring a simple readout in each, it's possible to screen for large numbers of different compounds in a short time and home in on the most promising.

"The basic concept comes from the pharmaceutical industry, and it's been used for human cells, plants, yeast, but not so far for algae," she said.

"There are many cases where small molecules are having an effect to treat a disease, so it makes sense that if you can affect a pathway in a human for a disease, you can affect a pathway in an algal cell," Franz said.

Patents on the work are pending. The research was funded by Chevron Technology Ventures through a cooperative agreement with UC Davis.

Six U.S. Air Force cyber capabilities designated "weapons"

COLORADO SPRINGS, Colo. (Reuters) - The U.S. Air Force has designated six cyber tools as weapons, which should help the programs compete for increasingly scarce dollars in the Pentagon budget, an Air Force official said on Monday.

Lieutenant General John Hyten, vice commander of Air Force Space Command, which oversees satellite and cyberspace operation, said the new designations would help normalize military cyber operations as the U.S. military works to keep up with rapidly changing threats in the newest theater of war.

"This means that the game-changing capability that cyber is is going to get more attention and the recognition that it deserves," Hyten told a cyber conference held in conjunction with the National Space Syposium in Colorado Springs.

Hyten's remarks came a month after U.S. intelligence officials warned that cyber attacks have supplanted terrorism as the top threat to the country. Spending on cyber security programs has gone up in recent years, but may face pressure given mandatory across-the-board cuts to the Pentagon's planned spending on military equipment, programs and staff.

Hyten said the recent decision by Air Force Chief of Staff General Mark Welsh to designate certain cyber tools as weapons would help ensure funding.

"It's very, very hard to compete for resources ... You have to be able to make that case," he said.

Hyten said the Air Force is also working to better integrate cyber capabilities with other weapons.

He gave no details on the new cyber weapons, but the Pentagon has become more open over the past year about its work to develop offensive cyber capabilities in the face of escalating cyber attacks by China, Russia, Iran and others.

The United States and Israel are widely believed to have developed the Stuxnet computer virus that was used to attack an Iranian uranium enrichment facility, the first publicly known example of a virus being used to attack industrial machinery.

Hyten said the Air Force planned to expand its cyber workforce of about 6,000 by 1,200 people, including 900 military personnel.

He said it took the Air Force decades to explain the central importance of space-based assets for warfare, but did not have time to wait with cybersecurity.

"We have to do this quickly. We cannot wait. If we just let decades go by, the threat will pass us screaming by," he said.

Hyten said the Air Force was trying to leverage investment in cybersecurity already being made by private industry, but still had work ahead to improve its interface with the companies that operate the largest computer servers, and any agreements would have to benefit both sides.

"We have to bring resources to the table," he said. "They don't stay in business by doing things for free."

"We found that patients whose physicians adhered to the recommended screening or vaccination practices were significantly more likely to also undergo screening or vaccination compared with patients of non-compliant physicians," said Dr. Erica Frank of UBC's School of Population and Public Health.

Dr. Frank worked with three Israeli researchers and their findings are published in the April 8 edition of the Canadian Medical Association Journal.

Researchers looked at the screening and vaccination practices of 1,488 physicians and their almost 1.9 million adult patients in Israel's largest health care organization, Clalit Health Services (CHS). Practices included mammography, blood pressure measurement, colorectal screening, annual influenza vaccinations and others.

Dr. Frank noted that 49 per cent of patients of physicians who received a flu shot also received the vaccine compared with 43 per cent of patients whose physicians did not receive the vaccine.

The study also highlighted that doctors could improve their personal screening and vaccination practices.

"While physicians' health habits are generally exemplary, doctors could improve some of their personal screening and vaccination practices, which should improve the health practices of their patients." Dr. Frank said.

The researchers recommended that hospitals and medical schools develop programs for physician health promotion in order to encourage a healthy doctor-healthy patient relationship.

The researchers recommended that hospitals and medical schools develop programs for physician health promotion in order to encourage a healthy doctor-healthy patient relationship.
