Legalized Pot and Increased Tax Revenues for Washington and Colorado

It is expected that with the recent decriminalization of marijuana in Washington and Colorado that tax revenues will grow a fair amount due to the taxation of the plant. Writes economist Steven Frable,
?Based on our forecast, the state and local government sector?s share of gross state product (GSP) will grow by 5.0% in 2017 in Washington, and 1.7% in Colorado.?

This is especially good news for the state of Washington, which is running at a substantial deficit. However, there is some concern that the legal wrangling between the states and the federal government could slow progress to such an extent that the prospective gains of tax revenue will become moot.

The problem is that marijuana is still illegal in the eyes of the federal government. So while the states will allow a certain amount of cultivation and trade of marijuana, the federal government could always step in and shut down the operations and even issue arrests. This has been an issue in California where the state allows dispensaries to function, but the DEA comes in frequently to shut them down.

Another aspect to the legislation that could save the states money is in lowering the prison populations. Prisons are incredibly expensive to keep up and running, and with a lowered prison population and a lower crime rate, there could be some huge savings to be had for both states.
Again, though, this whole thing could be negated if the federal government steps up efforts in those states to prosecute people that cultivate and sell marijuana.

If nothing else, these states could find themselves having a hard time getting the legislation moving forward simply because of all the legal wrangling they have to do with the federal government. The next few years of legal battles over legalized marijuana should prove interesting.

Investors to fiscal cliff doomsayers: Chill out

The "fiscal cliff" sounds like a scary place. Headlines about "taxmaggeddon" are flashing on TV screens, next to clocks ticking down to Jan. 1.?

The Dow Jones Industrial Average has skidded more than 7 percent over the last month, largely due to concerns about the standoff in Congress over how to stop a barrage of tax hikes and spending cuts.?

But some major investors say the doomsayers are getting too much attention and cliff watchers should relax a bit.?

These investors argue that the U.S. economy does not face immediate disaster if lawmakers can't reach a deal by the end of the year, and there will still be time for Washington to come up with a deal in early 2013 before major damage starts to be done.?

"It is not impossible at all that they miss by a little and then come back and get it," said billionaire investor Ken Fisher, whose firm Fisher Investments oversees about $38 billion in equities. "There's a minor risk ... but getting it done 10 days later is not really a big deal."?

Others say Washington has more time than that.?

Billionaire investor Warren Buffett, long supportive of higher taxes for America's super-rich, told CNN this week that lawmakers could have as much as a couple of months next year to reach a deal.?

"The fact that can't get along for the month of January is not going to torpedo the economy," he said.?

Chief executives warn of the damaging effects of uncertainty on their investment and hiring decisions. Many investors have focused on the risk of a new recession if the cliff is not addressed. And tumbling stock prices can add to the sense of panic and hurt both business and consumer confidence.?

The Congressional Budget Office estimates that the tax hikes and spending cuts would amount to $600 billion in 2013 and could cause the U.S. economy to contract by nearly 3 percent in the first half of the year.?

But that does not mean the pain begins automatically at the start of January.?

For example, there could be a long lag, possibly lasting several months, between Jan. 2, when the budgets of government agencies would be cut, and the actual implementation of those cuts to programs ranging from research grants to court room security.?

On the tax side, the Treasury Department and the Internal Revenue Service have flexibility as to when to implement new, higher taxes. And even if higher withholding rates do take effect in January, they could be retroactively reversed later in the year.?

In short, what has been dubbed a cliff is more like a fiscal slope that gets steeper as time goes on. How far the U.S. economy slides down it will depend on how quickly lawmakers in Washington take to do a deal.?

A lot will depend on whether talks between administration officials and Congressional leaders can remain cordial and appear to be making progress, even if that progress is slow. They got off to what seemed to be a good start on Friday when both Democratic and Republican Congressional leaders came out of a meeting with President Barack Obama talking about the need for a deal, giving a boost to U.S. stock prices.?

But some are skeptical. J. Dan Denbow, a fund manager at USAA in San Antonio, Texas, has been watching the value of his precious metals funds tank as fears of a U.S. recession dent the asset class. He thinks Congress will end up going over the cliff and that markets are in for a lot more volatility.?

"Everybody's playing nice in the same sandbox," said Denbow of the recent round of cross-party meetings at the White House. "But they don't tell you what kind of cat fights they had behind closed doors."?

KNIVES POISED, NO ORDERS TO CUT YET?

Stephen Fuller, an economist at George Mason University, said it could take until the end of March before spending cuts begin to be implemented.?

The government's budget managers appear to be in no hurry to take out their scissors.?

The Office of Budget Management, the executive branch tasked with overseeing the cuts, has issued a report detailing how they will affect 1,200 government agency accounts. But breaking this down to a program-by-program plan is proving "challenging," given the scale of the task, the OMB said.?

By the end of October the OMB had not advised agencies how to prepare for the so-called sequesters, or automatic spending cuts, according to a government budget expert who had talked to staff at OMB as well as agency budget offices.?

The expert, speaking on condition of anonymity, said the OMB was still waiting for lists of programs from the Defense Department.?

The agencies "would see the reduction in the funds that they have in Treasury immediately but obviously it takes a while for all that spending to occur so that's why people are talking about the fiscal slope in terms of the sequestration cuts," the budget expert said.?

TAXING ISSUES?

A more immediate concern in terms of the economic impact is the expiration on Jan. 1 of the Bush-era tax cuts and the lower payrolls tax cuts which were introduced in early 2011. If they lapse, American consumers could see an immediate bite out of their take-home pay as tax rates revert to higher levels.?

However, government tax lawyers, speaking off the record because they were not authorized to talk publicly, said the U.S. tax code gives the Treasury and the IRS some flexibility when deciding withholding levels appropriate to tax law.?

If legislation was in progress to restore all or some of the tax cuts early in 2013 they might be able to hold off on increasing withholdings from paychecks, they said.?

There is also the option of cutting taxes retroactively after the new higher rates have been introduced. This could end up in rates lower than current level to make up for any temporary payment of higher tax rates, giving a boost the economy once applied, experts say.?

There may be further room for maneuver by U.S. tax officials.?

Americans typically give more to the tax man than they need with each paycheck and end up getting a rebate after the end of each tax year. That may allow tax officials to refrain from applying at least part of any higher rates in early 2013, if a deal to restore lower tax rates appears close.?

"My understanding is the law gives a lot of flexibility," said Bob Williams, an economist at the liberal-leaning Urban Institute and previously a tax specialist at the CBO.?

Two years ago, Congress was in a similar situation when a fight over whether to extend the Bush-era tax rates for the wealthy went down to the wire. A deal was not reached until mid-December.?

"They (the Treasury) didn't know that for sure and they didn't issue (instructions to raise taxes) right away ... and that turned out OK," Williams said.?

NCAA's spiteful snub of Newark over sports betting: Editorial

New Jersey wants to claim its share of the lucrative sports betting industry and has sued to overturn a federal ban. The NCAA opposes legalized sports betting ? for no good reason ? and is retaliating.

Last month, the NCAA yanked five championship events from New Jersey, blaming lawmakers for violating its policies against sports betting. And this week, the NCAA announced that Madison Square Garden in New York and the Carrier Dome in Syracuse ? not Newark ? would host regional March Madness tournaments in 2014 and 2015.

Before New Jersey embraced sports betting, Newark was a favorite to host March Madness again. Its first time, in 2011, was a success.

The NCAA?s sanctions already have denied New Jersey colleges a chance to host the prestigious events. Now, it?s costing millions. If Newark?s snub was, in fact, retribution for New Jersey?s sports betting law, that?s an attack of spite ? cutting off an economic lifeline for a city that?s desperate for the business.

What?s the tournament worth? In 2011, more than 38,000 fans came to Newark to watch North Carolina, Kentucky, Ohio State and Marquette play for a spot in the Final Four. They spent more than $6 million on hotels, restaurants and shopping, not including the cost of tickets, taxis and souvenirs. It also excludes payments to Seton Hall University, the host school, and the Prudential Center, which was built with events such as March Madness in mind.

?It obviously hurts,? Pru Center chairman Jeff Vanderbeek said.

The NCAA objects to New Jersey?s attempt to legalize sports betting because it worries athletes might be bribed to shave points or throw games by bad guys with a big stake in the final score. There?s an old-timey quaintness to that fear. The NCAA is content to ignore the billions bet every year in illegal gambling operations ? many with mob ties ? and conveniently ignores that betting, from office pools to big-time bookies, fuels the frenzy around March Madness.

Gov. Chris Christie nailed it: The NCAA was ?ludicrous and hypocritical? to revoke New Jersey?s championships ? in sports including swimming, diving and lacrosse ? as punishment for sports betting.

The NCAA?s stand against New Jersey?s sports book rebellion is misguided. Now, it?s withholding real money from Newark, just to prove a point.

If New Jersey wins this fight, sports betting could mean hundreds of millions of dollars for the state?s casinos and racetracks. It also means other states will rush to legalize sports books themselves. Where will the games be played then?

Can the Market Recover Without Apple? | Breakout - Yahoo! Finance

Every financial era has its signature stock. It's a company that defines an era. For market bulls who own stock in Apple (AAPL) that could be bad news. Since early October Apple stock is down over 20%. Recently the S&Pc500 started a slide of its own, dropping 7% from recent highs. The question for investors isn't whether or not Apple stock can regain its mojo, but whether Apple is the canary in the coal mine signaling another economic downturn.

Long-time Apple bull Todd Schoenberger, managing principal at The BlackBay Group is concerned. "Apple is a true proxy of the global economy," he says in the attached clip. If Apple is slowing down it could be an ominous sign for spending worldwide.

To be sure, the world should dare to dream of having Apple's problems. The maker of all things that start with a lower-case "i" is still growing at a more than 20% pace, amassing cash faster than ever before seen in corporate history. But that growth has begun disappointing analysts. Too many of what Schoenberger says are derivative "me too" products, like the iPad Mini, have some wondering if Apple's best days are behind it, spectacular though they were.

The picture for the economy is darker but not entirely dissimilar. Take for example investor reaction to the Quantitative Easing programs launched by the Federal Reserve. The first two rounds of QE led to sharp and sustained market rallies, widely disdained by Fed critics but satisfying to investors. QE3 was impressive in terms of magnitude (more than $40 billion a month!) but not a hit with investors. Stocks are down almost 6% since the surprise announcement on September 13th.

It's a leap but flagging passions for all-things Apple may be a sign that the economic recovery has already come and gone. At the very least stock market participants are voting with their feet. It's a risk-off world as investors brace for the unknowns of fiscal cliffs and global risk. Unless Apple can find a way to get traders excited again the company's great bull run will be over.

Hostess workers here lose jobs; Vulcan may use Seattle property

Hundreds of Hostess Brands employees in Washington lost their jobs this year as the company fought with unions. Now the company says it will liquidate its assets nationwide.

The company announced it would close its Seattle bakery on Monday, but at least 250 employees have lost their jobs statewide between May and when the company filed a motion for bankruptcy Friday.

In May, Hostess said 111 employees in Seattle, 17 in Kent, and 56 in Pierce County were subject to layoffs. The company also had employees in Everett, Bellingham, Bremerton, Tumwater, Longview, Moses Lake, Yakima and Spokane.

The site of the Seattle bakery that Hostess Brands closed Monday likely won't be abandoned for long. The 1-acre South Lake Union property, located at Dexter Avenue North and Republican Street, is valued at $7.8 million by a county assessor, but it could be worth even more.

Across the street is a slightly smaller property Vulcan Real Estate offered to the city this week in exchange for the right to construct taller buildings near South Lake Union ? a property reportedly worth $10 million to $12 million.

Zoning limits the building height on the Hostess property to 85 feet, but a proposed South Lake Union rezone would increase that to 160 feet for commercial buildings and 240 feet for residential towers.

Meanwhile, consumers Friday loaded up shopping carts with Twinkies, Donettes and cupcakes. At a Hostess outlet store in South Everett, Miles Graydon, 29, of Marysville told The (Everett) Herald he planned to sell Hostess goods on the Internet to make extra money for Christmas.

"You've now become too valuable to eat," he told a stack of Twinkie boxes.

Toyota recalls 2.8 million vehicles worldwide

A month after announcing its biggest single recall ever, Toyota has revealed some new quality problems that will force it to make safety-related repairs on another 2.8 million vehicles ? including its high-profile Prius hybrid models.

The news could deliver a further blow to the Japanese giant?s image despite having landed atop the latest Consumer Reports Automotive Reliability Study. It also puts Toyota in a position where it again is vying with Japanese rival Honda for the dubious distinction of having the most vehicles of any manufacturer recalled in the U.S. this year.

The newest recall is the result of a water pump problem and a steering shaft defect. These can result in steering problems with a variety of Toyota products using the components.? The maker commonly shares parts on numerous models to reduce costs ? but that approach risks the possibility of creating widespread recalls if there?s a problem. In this case, two problems may exist on the same vehicle.

The steering shaft defect is involved in the recall of 1.51 million vehicles in Japan and another vehicles sold in other parts of the world and among the most notable models impacted are the compact Corolla and the Prius, the world?s most popular hybrid. About 670,000 of those vehicles were sold in the U.S. between the 2000 and 2009 model-years.

About 620,000 of those vehicles also may be equipped with the defective water pump.? That list includes not only the Prius but four other hybrid models, Toyota confirms.? Vehicles that may need both parts repaired were sold between 2001 and 2010 in Japan and from 2003 to 2011 in the U.S. and other overseas markets.

Meanwhile, another 10,000 Toyota vehicles are being recalled solely due to the defective water pump.

The new recall comes as a significant setback for Toyota and for a variety of reasons.?

Just a month ago the maker ? which is on track to again be the world?s best-selling auto manufacturer ? announced its biggest recall ever. A total of 7.43 million vehicles were involved, more than a third of those in the U.S., also making it the largest recall in the world for the past 16 years.

With about 3.2 million vehicles involved in just these two safety repair campaigns, Toyota is now chasing Honda as the most recalled manufacturer in the U.S.? The smaller maker earned that unwanted distinction last year but Toyota was top of the list in 2010, primarily as a result of the millions of vehicles that were involved in the so-called ?unintended acceleration? scandal that led corporate CEO Akio Toyoda to tearfully testify before the U.S. Congress.

The grandson of Toyota?s founder, Toyoda promised to redouble the company?s focus on quality, reliability and safety. And there are clear signs of improvement.? It has scored well on a number of recent studies, including the annual reliability survey by Consumer Reports which tallies the results of millions of the influential magazine?s readers.? The maker?s three brands, Scion, Toyota and Lexus, topped the chart, in that order.

But CR officials also noted that they do not consider recalls in their results, despite the potential impact on either quality or reliability.

What?s potentially problematic about the latest recalls is the fact that it includes products sold as recently as the 2011 model-year, after President Toyoda began his much-ballyhooed push to correct Toyota?s quality issues.

Despite the potential tarnishing of its safety image, Toyota continues to rack up sales, with the maker forecasting it will near the milestone 10 million mark for the current fiscal year, which ends on march 31. That led to a tripling of earnings during the most recent quarter.

But Toyota does face other problems, notably a boycott in the booming Chinese market that recently les the maker to slightly cut its overall sales forecast for the year.

Tennis players shun Spanish doctor

(AP) ? The owner of a leading tennis academy in Spain that trained some of the sport's stars says its players have stopped working with a doctor banned by the U.S. Anti-Doping Agency for helping riders on Lance Armstrong's cycling team dope.

Pancho Alvarino told The Associated Press the relationship between his TenisVal academy and doctor Luis Garcia del Moral "started approximately 14-15 years ago."

That overlaps with del Moral's work for the U.S. Postal Service cycling team. The USADA says del Moral helped to implement a "team-wide doping program" as a doctor for USPS from 1999-2003, when Armstrong won the first five of seven Tour de France titles that have been stripped from him for doping.

The USADA handed the doctor a lifetime sports ban in July. Del Moral criticized the agency's proceedings and said he never witnessed organized doping at USPS.

Replying by email to questions from the AP, Alvarino said "many of our players" consulted del Moral for preseason blood tests, strength tests and for injuries. He said TenisVal used the information to tailor specific training programs for each player.

If there had been any indication that del Moral was doping academy players, "I would have denounced the doctor, as well as the player," Alvarino said.

He indicated the academy has now severed the link with del Moral. "After Armstrong's news, no player from TenisVal has (had) contact or any kind of relationship with him," he wrote.

Players paid the doctor's clinic directly, Alvarino said, adding that TenisVal coaches always accompanied players on visits to del Moral. TenisVal and del Moral's clinic are both in Valencia, on Spain's east coast.

"Dr. Del Moral has been always a very important personality in sports medicine in Valencia and he has worked with many sports people and sports teams from many countries, as everybody knows," wrote Alvarino, a former player, and captain of Spain's first Fed Cup-winning team, in 1991.

Sara Errani of Italy, the losing finalist in women's singles at the 2012 French Open, said in September that del Moral "was the best doctor in Valencia for everything, so I have been working with him, of course."

Errani added she would no longer consult him because "his name is not (a) good name."

Former top-ranked woman Dinara Safina of Russia also consulted del Moral when she was at TenisVal. Russian website Sport Express last month quoted Safina as saying del Moral "has the only real clinic in Valencia where athletes can undergo tests before the beginning of the season and at the end. And we underwent the tests in this clinic. We ran on the treadmill, they took blood samples from our ears, and so on."

"Del Moral gave us no advice whatsoever and did not handle our cases," Sport Express quoted Safina as saying. "I have nothing to be afraid of. I'm clean."

The manager of the International Tennis Federation's anti-doping program, Stuart Miller, said he investigated del Moral's work in tennis in the wake of the USADA's ban.

The ITF "interviewed Sara Errani, among others," Miller told the AP. Citing confidentiality requirements, he wouldn't reveal details of the investigation or say if the ITF determined whether del Moral helped players to dope.

"If there's a case where somebody has breached the rules, it will be publicly reported," Miller said. "So you can draw what conclusions you like from that."

Del Moral has disputed the USADA's evidence against him.

In a statement posted last month on the website of the Valencia clinic where he works, he said: "During the years that I was with the medical team of U.S. Postal I never was witness to doping organized by the team, nor of course any that I (supposedly) facilitated or promoted."

"Beyond a doubt, I have not participated in any doping ring, nor has it been proven," the statement said.

In affidavits, former Armstrong teammates told the USADA that del Moral drew up doping plans, injected them and supplied them with the banned blood-boosting hormone EPO as well as testosterone, human growth hormone and cortisone, and helped extract and re-infuse blood for banned performance-enhancing transfusions.

Alum Keshia Knight Pulliam may have just added $1 million to Spelman?s coffers?with her fundraising efforts, but the school is still concerned with how it?s budgeting and spending its money.

Last week, the school announced that it would be cutting the funding for its?intercollegiate sports program, instead investing that money in wellness programs. The sports program,?Spelman President Beverly Daniel Tatum, told The Root, only benefits 80 students, where the wellness program will reach 2,100. Of the 80 negatively-affected students, 20 have graduated and 20 will graduate in 2013. The sports program for those 80 students was costing $1 million.

?The wellness program is a free resource for students created more than three years ago, where students can meet privately with the wellness coordinator, set up a personal fitness program and take classes,? the website reports.

For many students, participating on a sports team is a big part of the?college experience. For others, it?s makes the college experience possible, providing scholarships and other support.

But Spelman is looking at this through a different lens. The school is renovating its decades-old gym to accommodate more students, revamping its physical education program, and reconsidering its cafeteria menus. President Tatum points out the high rates of obesity and hypertension among African Americans in her comments to The Root. The article cites Health and Human Services stats showing that ?four out of five African-American women are overweight or obese.?

On the flip side, of course, are the benefits of offering women sporting opportunities. This year, we commemorate the 40th anniversary of Title IX, a set of education amendments signed into law by President Richard Nixon that allowed for a number of gender-equalizing policies. A writer for?Wired, Kay Moore, attended the espnW Summit recently, where Title IX was celebrated. Among the things that the amendments allow for are more sports programs for women. (Also included: a written rule forbidding discrimination against young women who are or were pregnant, among other things.) The benefits to girls and women are myriad.

?According to testimony before Congress, for girls who engage in sport, 50% are less likely to suffer depression and breast cancer, 80% are less likely to have a drug problem, and 92% are less likely to have an unwanted pregnancy,??Wired says.

In other words, the government has supported female athletics for four decades and its benefits have been touted.?Title IX, and its funding, also became an election issue, with the GOP making it one more proposed cut during an imaginary?Romney/Ryan administration.

But Spelman, in a move that addresses the specific problems facing its student body and the black community, has decided that health is the critical issue that its budget must tackle. What better way to spend a ton of cash that to set loose upon American society 2,100 educated black women to tell their mothers, sisters, aunts, friends and children that they need to think about health and wellness on a daily basis? To share the health lessons they learned in college with others?

?This is nothing less than the wholesale re-imagining of the place of fitness in our society,? says Gawker. ?What Spelman is doing is acknowledging that fitness?is not a competition??It is not too much to ask that every college graduate in America leave school with the knowledge of how to do basic?exercises?properly, how to design a basic personal fitness plan, and how to avoid eating themselves into an early grave.? Word.

While it would be nice to have both the sports and the wellness program, if you have to choose one, it should be the one that provides the greatest good for the greatest number. In this case, the benefits of Spelman?s program go beyond its gates, touching all those that will come in contact with the empowered, fit and healthy women that pass through its enhanced wellness program.

Merkel insists on austerity despite protests

LISBON, Portugal (AP) ? German Chancellor Angela Merkel took her fiscal discipline message to bailed-out Portugal on Monday, tolerating Nazi jibes from a small group of protesters as she advocated the benefits of austerity and economic reforms.

As in her recent trips to bailed-out Greece and debt-stricken Spain, demonstrators unhappy about tax hikes and pay cuts devised to improve public finances turned their anger on the German leader. Portugal needed a ?78 billion ($99 billion) rescue last year when it was engulfed by the eurozone's debt crisis, and living standards have dropped sharply.

A protest march in Lisbon featured dummies with Merkel's face and with T-shirts saying "Adolf Merkel" and including a swastika. Banners said "Merkel Nazi, Go Away!" and, in German, "Merkel Raus" (Merkel Out).

"I think it's wrong what they are doing," said Luis Miguel, an actor who was carrying puppets representing Merkel and Portuguese Prime Minister Pedro Passos Coelho. "It's not right what they are taking from the people."

Merkel told a news conference with Passos Coelho she was "not particularly bothered" by the Nazi references, saying people had a right to express their views.

Germany is the eurozone's biggest and strongest economy and contributes more than the other 16 members to bailouts for financially troubled members. In return, it has demanded that rescued eurozone members adopt spending cuts and enact reforms that take away long-standing workers' entitlements in order to improve competitiveness. That has made Merkel a lightning rod for public discontent.

Reactions to Merkel's visit illustrated the split in Europe over how to handle the continent's debt crisis. Merkel and the Portugal's center-right government insist austerity policies must continue. Portugal's main opposition Socialist Party, like French president Francois Hollande, wants a softer emphasis on cuts and greater focus on measures to improve growth. That demand has won broad public support in Portugal.

Authorities laid on heavy security for the visit, but the marches drew only a few hundred people, unlike in Athens and Madrid, where demonstrations have drawn tens of thousands and sometimes become violent. Some hooded protesters pushed over a barricade keeping them away from a venue where Merkel was due to appear, and riot police with shields and dogs were deployed to push demonstrators back.

Merkel praised Portugal's coalition government for complying with the terms of its bailout agreement. Germany and other bailout lenders ? the other eurozone countries, the International Monetary Fund and the European Central Bank ? are keen for Portugal to stay the course, sparing the continent more difficulties like those in Greece.

The Portuguese government predicts a third straight year of recession in 2013, and the jobless rate has risen to almost 16 percent.

"I think Portugal's conditions for growth have improved greatly recently because of this adjustment program and the courageous action of the government," Merkel told reporters.

"We have to keep our word" on promises to cut debt levels, she said, adding that austerity must go hand-in-hand with reforms to make eurozone countries more internationally competitive.

"It will be a tough path," she said.

The visit came at a tense moment for the government, which is steering another austerity budget through Parliament. The 2013 state budget includes what Finance Minister Vitor Gaspar has called "enormous" income tax hikes that many observers say will choke growth and make it harder for the country to pay off debt. The government has an overall parliamentary majority, allowing it to force through the measures in a vote scheduled for the end of the month.

Merkel's visit coincided with the start of the sixth regular assessment by international inspectors of Portugal's progress in implementing the bailout agreement. The assessment is expected to last about two weeks.

Though he had given up automobile racing for polo and other playboy pursuits after selling his shop to Carroll Shelby in 1962, Lance Reventlow still appreciated fast cars, as shown by the Shelby Cobra that he ordered the following year and that will head to auction in January.

Reventlow, born of immense wealth, began racing in 1955 and three years later put together a team of some of the most talented race car builders, engineers, and drivers to compete on an international level with his famed Chevrolet small-block V-8 powered Scarab sports cars. While successful in sports car racing, his attempt at F1 racing didn?t fare as well, and by 1962, after having spent more than $1.5 million in his racing efforts with no legitimate business as a result (the IRS only allowed such losses to be deducted for a maximum of five years), Reventlow called it quits. Fortunately, Carroll Shelby, another racer-slash-sports car builder came along at that time and bought Reventlow?s operations (including the Fiat Series 306/2 Grand Prix transporter that sold a few months back for $990,000).

Apparently the two remained in contact afterwards, because Reventlow bought one of Shelby?s Cobras ? CSX 2032 ? in January 1963. Though Reventlow ordered it with a number of options typical of the competition Cobras ? racing tires, racing oil pan, aluminum rocker covers, aluminum intake manifold, competition ignition system, anti-roll bars, and a roll bar ? he also ordered it with several of the more ?luxury? options that Shelby offered ? wire wheels, bumper guards, wind wings, and sun visors ? leading Shelby sources to describe it as a ?factory comp optioned? car. Exactly how long Reventlow owned the Cobra remains unclear: According to the World Registry of Cobras and GT40s, Reventlow?s wife and brother denied that Reventlow ever owned or even raced a Cobra, but the registry doesn?t list another owner for CSX 2032 until the mid-1960s. As the registry points out, it?s possible Reventlow may have ordered the Cobra simply to give Shelby a helping hand earlier in the latter?s business, or it?s possible Reventlow bought it, then put it away in storage where his family never saw it.

Whatever the case may be, the Cobra then passed through a number of hands throughout the next few decades, changing colors and configurations several times. It was converted to its current general configuration ? with the Halibrand wheels, meatballs, quick jacks and yellow stripes ? since about 1997. RM?s pre-auction estimate ranges from $750,000 to $950,000.

At the same auction, RM will offer another Shelby Cobra ? CSX 3045, one of 29 semi-competition 427 Cobras. Raced when new, it was later clocked at 185 MPH at an open track event. In 2007, it sold at Barrett-Jackson?s Scottsdale auction for $1.43 million. RM?s pre-auction estimate for CSX 3045 ranges from $1.4 million to $1.7 million.

Honda Takes a Mulligan, Reveals Reworked 2013 Civic

Last year?s Civic was a bit of a dud. In our test drive, PM said the 2012 version just couldn?t compare to the refinement of the Chevy Cruze and Ford Focus. "Overall, there?s little to offend," we wrote. "But not a whole lot to sing about either."

It was a hard fall for the longtime favorite; the Civic perhaps hit bottom when Consumer Reports dropped it from its recommended list. Honda acknowledged the criticism and promised to do better with a new Civic for 2013.

Today the Japanese automaker released a first glimpse into the car?s redesign with two new teaser images. The awkward perspectives of the photos obscure much of the design changes that Honda bills as "youthful and premium," but from what we can tell the front and rear ends look sharper, the stance seems lower, and the roofline looks slightly less bulbous. The styling is certainly sportier, with added chrome trim, floodlights, and more elaborate tailights.?

But for the Civic?s sake, the changes need to be more than skin-deep. In our test drive, we noted that steering in last year?s model felt artificial. Aesthetically, the use of cheap hard plastic on door interiors, and seemingly random dashboard layout was a major letdown. And while the sportier Si?s brought a snarky exhaust note, it still paled in comparison to the Si?s of old.

Honda didn't announce any powertrain component details, but the company says it plans to give the entire rundown on the revamp later this month at the Los Angeles Auto Show.
